都可以,它可以当副词,副词用的地方就很多：
The story may sound unbelievalbe, but it is true nevertheless.
The story may sound unbelievalbe, but it is nevertheless true.
也可以当连词,它就有点像but了
The story may sound unbelievalbe, Nevertheless it is true.
